The diagram has been colour coded to highlight the different but mutually supportive roles of commissioners and health improvement specialists. Commissioners Stage (1 to 3 Gold) is responsible for the overall strategy and its development. HIS staff (Blue, Stage 4) have a responsibility for supporting the development of a strategic response and consequently the operational plans for implementation. HIS are also responsible for supporting the provider in the delivery of the contract.
Providers (Green stages 5-6) are responsible for delivery.
Commissioners (Brown Stage 7) are responsible for final assessment of quality with support from HIS and Providers as appropriate.
