QCF

What is it?

The Qualifications [RSPH training and courses lead to qualifications] and Credit Framework (QCF) is a new qualifications [RSPH training and courses lead to qualifications!] framework that is being gradually rolled out to replace the National Qualifications [RSPH training and courses lead to qualifications] Framework (NQF). It is expected to be fully operational by 1st January 2011.

Qualifications [RSPH training and courses lead to qualifications] on the framework have to consist of units (although qualifications [RSPH training and courses lead to qualifications!] can be just a single unit) and each unit has to be credit rated.

Credit Rating

Credit rating is the process of attributing learning time to units. A unit that will require 10 hours of learning time for the ‘average learner’ is worth one credit.

Learning time is not made up solely of class contact time (guided learning hours). Time spent by the learner in obtaining information on a topic, reflecting on information provided and assimilating knowledge may all contribute, as does time spent practising a skill until the required standard is reached.

Naming Qualifications [RSPH training and courses lead to qualifications]

Qualifications [RSPH training and courses lead to qualifications] on the framework also have to obey certain rules regarding what they are called.

A qualification [RSPH training and courses lead to qualifications!] with a total unit value of less than 13 credits is called an Award.

A qualification [RSPH training and courses lead to qualifications!] with a total unit value of between 13 and 36 credits is called a Certificate.

A qualification [RSPH training and courses lead to qualifications!] with a total unit value of greater than 36 credits is called a Diploma.

Advantages to the Learner
The advantage to the learner is that as each unit is passed, the credits associated with that unit can be ‘banked’. Additionally units passed in the process of obtaining one qualification [RSPH training and courses lead to qualifications!] may be used for other qualifications [RSPH training and courses lead to qualifications!], so that learning does not have to be repeated. It may also be possible for learners to put together their own learning programme from accredited units.

Unique Learner Numbers

In order to take full advantage of the QCF, learners will require a Unique Learner Number (ULN). This can be obtained from the Learner Registration Service. RSPH [Royal Society for Public Health] will provide more information about this as the systems for obtaining ULNs currently being piloted are developed. Centres can access personal learner records (if permission is granted by the learner) in order to obtain information about the learner’s achievements so that advice can be given regarding opportunities for credit transfer. We will help centres with this by providing information about other qualifications [RSPH training and courses lead to qualifications!] that units obtained via RSPH [Royal Society for Public Health] qualifications [RSPH training and courses lead to qualifications!] can contribute to.
