Framework launched to improve capability in adult social care and improve health

The framework supports social care staff to encourage behaviour change in the people around them.
A new behaviour change framework, launched by Skills for Care and developed by RSPH with sector partners, will help the adult social care sector improve workforce practice and support people to stay well and independent for longer.
What challenges are the social care workforce facing?
Adult social care organisations continue to face challenges with staff retention, workforce capacity, and culture issues that directly affect the quality of care and people’s ability to stay well and independent for longer.
A new Behaviour Change Competency Framework for Adult Social Care has been launched to help tackle these challenges by focusing on the behaviours that shape everyday practice.
What does the framework include?
The framework provides a practical approach to behaviour change, helping workforce leads, managers, and practitioners improve how care and support is delivered. By strengthening skills and consistency across the workforce, it supports better outcomes such as improved staff experience, stronger relationships, and more personalised care.
Supported by a how-to guide, the framework offers clear ways to apply behaviour change in areas such as recruitment, supervision, team development, and workforce planning.
Co-developed with partners across the sector, the framework builds on the reality that behaviour change is already central to adult social care. It helps make this work more visible and effective, without adding unnecessary burden.
The framework also supports delivery of the Care Workforce Pathway, helping individuals and organisations build and evidence skills across roles and career stages.
As well as supporting good care and positive experiences, the framework helps services articulate and evidence good practice in line with Care Quality Commission expectations.
