The Government announcement in summer 2019 stated that all community pharmacies are to be HLPs within the essential services component of the community pharmacy contractual framework, effective from April 2020. The NHS England and NHS Improvement Pharmacy Quality Scheme Guidance 2019/2020 states that pharmacies planning to maintain their HLP Level 1 status or achieve HLP Level 1 status before April 2020, should satisfy the requirements of the profession-led self-assessment process for Level 1 HLPs. A certificate for the pharmacy is currently not being issued.

However, pharmacies should keep the evidence demonstrating that the pharmacy has satisfied the quality criteria, has the enablers in place and the compliance with the self-assessment process form, within the pharmacy and not send it to RSPH. Pharmacies will need to keep the evidence portfolio available for post payment verification purposes.
